David Walker left COL at the end of 2007. He is now an independent consultant.

Mr. Walker was responsible for COL's educational technology and media initiatives, coordinating, managing, and monitoring their implementation and providing leadership and guidance on an on-going basis for those initiatives in the countries served by COL. He has extensive international experience in the Pacific, Africa, Asia, Latin America and the Caribbean. Before joining COL, he spent a number of years working on Canadian funded projects in The People's Republic of China, developing educational technology systems and providing training. His work experience and research interests include educational delivery systems and the associated learning materials development, such as audio and video production, radio, television, computer networks as well as the evaluation of multimedia applications.  At COL he focused on training in educational sectors such as technical vocational, continuing professional, basic, secondary and post secondary.  A major initiative called the Commonwealth of Learning Media Empowerment (COLME) has been initiated by Mr. Walker.  COLME develops creative media models that focus on critical areas such as agriculture, environment, health (specifically HIV/AIDS) and education.  Until recently, Mr Walker was also responsible for designing and implementing COL internal computer network and communications.  Mr. Walker has taught at the primary, secondary, and post secondary levels. He holds a BA in Chinese Language and Literature from the University of Alberta, a BEd and MA (Educational Technology) from Concordia University (Montréal). He joined COL in 1991.
