As COL's Learning Manager, International Organisations, Ms. Kwan works in the area of increasing and accelerating human capacities development through distance and technology mediated learning. Partnering with organisations in the United Nations system, the development banks and humanitarian organisations, Ms. Kwan plans and designs customised eLearning programmes for International partners whereby COL can add value to the growing needs of these organizations in enhancing workplace learning in the field.
Prior to taking up this position, Ms Kwan served as Development Manager from 2002 to 2006 and as Project Officer in the President's Office from 1997 to 2002.
Ms. Kwan has earned a BA from the Chinese
University of Hong Kong, a Diploma in Educational Administration for Commonwealth Countries from the University of Birmingham, and an MBA from
Leicester
University
. Before joining COL in October 1997, she was a Project Manager at Kingston College (Burnaby, Canada), collaborating with US state universities (Central Michigan University, Colorado State University, and University of Missouri - Kansas City) in the offering of MBA, MSA, and MA(TESOL) programmes. Prior to immigrating to
Canada
in 1996, she was Head of Administration and Accommodation at the Open Learning Institute of Hong Kong (now Open University of Hong Kong).
In late 2002, Ms. Kwan was appointed as a Trustee of Lester B. Pearson College of the Pacific, near
Victoria, British Columbia, Canada
(United World Colleges).
