The COMMONWEALTH OF LEARNING MEDIA EMPOWERMENT initiative was conceived by the Commonwealth of Learning to provide a framework and a rationalization to COL's technology and media based projects. COLME focuses on a process that would include needs analysis, implementation and on-going evaluation. COLME focuses one process that would include needs analysis, implementation and on-going evaluation. Technology based projects pose the greatest risk as a component of a project if insufficient needs analysis, understanding of the infrastructure, and appropriateness in the cultural context in relation to the technology, are not carefully considered. The basic aim of COLME is to provide sustainable models that local stakeholder(s) in-country can build upon and replicate. COL can point to these projects as quantifiable instruments for project implementation and sustainability and also a resource base that can be drawn on for training and replication across the Commonwealth.
