Computer Networks continue to evolve with increasing sophistication.  The level of computer power to run these systems is great.  Developing countries that are trying to implement a computer network are finding the costs of servers and the accompanying software and licenses for the network extremely expensive especially if a Novell or NT OS is considered for the main server.   Linux is freeware whose source code is freely available for use.  This has allowed a global network of programmers to create and share software for Linux to other users.  This also allows country programmers to create software and applications that are appropriate for the linguistic and cultural context in which they live.
