COLME Phase One – Needs Analysis  

Investigation is completed through on-site analysis, workshops, roundtables, meetings and recommendations from reports.  During this stage it is imperative that a model be developed that can be replicated in other countries and regions of the Commonwealth.  The project should align with the strategic plan and mandate of COL and address the criteria set out by the core funders such as meeting a need and providing sustainability.  During this phase questions such as the following such be addressed:

• Has there been a scan of all initiatives to eliminate any instances of replication with other organizations?
• How does the imitative complete other completed or planned activities by other organization?
• Will the in-country infrastructure support the technology?
• Will the project be geared to putting new information communications skills into the hands of disadvantaged communities that will lead to results? 
• How is the issue of sustainable content development address? 
• Does the project adhere to government policy and regulatory framework? 
• Does the project promote the development of skills to enable people in the field to make use of information (i.e. how to turn information into ideas)? 
• Are there responsible stakeholders on the ground to support and take control of the project after COL’s involvement?
• Will the project be geared to putting to putting new information communications skills into the hands of disadvantages communities that will lead to results? 
• Will the learners learn and the teachers teach with the system and have their concerns been address?
