Proposal submission guidelines
Proposals should be submitted to The Commonwealth of Learning no later than July 31st, 1999 (extended from July 15). Proposals will be reviewed by an advisory committee with the intent to develop a well-balanced programme. Notification of acceptance will be provided by August 20th, 1999. Final papers are due on September 30th, 1999.
Please complete the application and submit with the following:
- a one-page (100-150 word) typed abstract of your presentation for inclusion in the Conference Programme
- a 500-word description of your presentation/paper

- All presentations will be 30 minutes in length: 20 minutes for presentation and 10 minutes for questions.
- All conference proceedings will be in English.
The abstract and description should contain the following: a clearly defined objective related to the Conference theme, a description of format and intended audience, source of presentation information (i.e., research, case study, work in progress, pilot project) and an indication of outcomes.
Abstracts and descriptions should be typed and double-spaced, and should include a diskette or e-mail attachment in RTF or Microsoft Word for PC or Windows.

The Commonwealth of Learning is pleased to be working in partnership with the Journal of Educational Media to produce a special issue of the Journal in March 2000. This publication will consist of an account of the TEL-isphere 99 conference and the six papers selected by the Journal from among the conference presentations.
The award winners were announced in Barbados at the TEL-isphere 99 conference. The authors of the papers were presented with a certificate and given a free personal subscription to the journal for the TEL-isphere issue and the remaining issues in the Year 2000 volume.
JEM provides an international refereed forum for issues focussing on research, policy and practice in the effective use of media in education and so shares many of the motivations and concerns of the TEL-isphere 99 conference.
The Journal is edited by Samantha Hobbs and Adrian Kirkwood of the Institute of Educational Technology at the UK Open University. It is published by Taylor & Francis Ltd., UK.
